Spring 2021 Fees at Work

MSU Denver and the Board of Trustees decided to increase the cost of tuition for resident and nonresident undergraduate students for the spring 2021 semester. Relatedly, the board waived the following campus-based fees:

Campus Recreation Fee

Intercollegiate Athletic Fee

AHEC Facility and Bond Fee

Tivoli Park Facility Fee

The Student Technology and Online Program fees will be rolled into one Technology fee that will be charged to all undergraduate students to support increased technology needs for remote learning. The combined fee will be assessed at a reduced rate of $20 per credit hour.

Below is additional information on how fee-funded programs continue to use fee funds to support our Roadrunner community during this time of virtual learning. Note, this is not meant to be an exhaustive or all-inclusive list:

Corresponding policy:

  1. R.S. 23-5-119.5(3),Student fees should be used to support and enhance the overall student experience. Student fees and the use of student fee revenue may benefit students both directly and indirectly. For example, given capital construction timelines some students currently attending an institution may not benefit as directly from fees for capital improvements, however, up-to-date facilities enhance and support the overall student experience and ultimately increase the value of the degree conferred. Likewise, a student may not take advantage of all the programs funded through specific fees, but these fees benefit the student body as a whole. 



Mental Health Fee:

Health Center at Auraria:

  • Thanks to the Mental Health Fee, all psychological and psychiatric services at the Counseling Center or the Health Center at Auraria are 100% free for MSU Denver students.  
  • The Health Center at Auraria is leading the Auraria campus’s public health emergency response and has been a COVID-19 testing site since the beginning of the pandemic. They even offer drive-up testing to all Auraria Campus constituents.  
  • The HCA is still open, in the Plaza Building, and offers low-cost comprehensive general medicine (primary care) medical services, including in-person visits, virtual telehealth visits, and more!  
  • Health education and outreach are available virtually through the Health Center’s various social media channels.  
  • Please call the Health Center at Auraria before visiting in person.  


Counseling Center:

  • Thanks to the Mental Health Fee, all psychological and psychiatric services at the Counseling Center or the Health Center at Auraria are 100% free for currently enrolled MSU Denver students.  
  • The Counseling Center provides virtual individual therapy, support groups and crisis-intervention appointments. 
  • In addition, the Counseling Center processes requests for assessment and support letters for academic accommodations through the Access Center; responses to Request for Records from current or past clients for Social Security Disability Determinations; support for Vocational Rehabilitation requests; and follow-up assessment and treatment of students referred by the CARE Team and faculty and staff.  
  • We are responding in live time to calls made through our main number between 8 a.m. and 5 p.m.  

Technology Fee:

  • Provide and continue to pay for all of the virtual platforms that students use in everyday learning.  
  • Support 24-hour call-in access to the Help Desk.  
  • Support remote learning, funding our Blackboard environment.   
  • Enable remote collaboration, providing video conferencing and messaging solutions.  

Phoenix Center Fee:

  • The Phoenix Center at Auraria continues to fulfill its mission of providing support, advocacy, and information to any Auraria community member who has been impacted by sexual violence, relationship violence, and/or stalking through one on one advocacy, 24/7 crisis support, and comprehensive prevention services.  
  • Since the University became fully remote, the PCA has been able to provide 90 advocacy appointments in 7 weeks and continued providing 24/7 service on the helpline (303-556-2255).  
  • The PCA Prevention Education program has increased their social media engagement and provided a number of violence prevention presentations online.   

Metro Bond Fee:

  • The Bond Fee continues to support students through scholarships that are being and will be offered from this fee. 
  • The Bond Fee is being used to help ready classrooms so they are safe as students return to campus. 

Immunization Fee:

  • Compliance management for the state of Colorado immunization requirement 
  • Immunization services 

Student Affairs Fee:

Auraria Early Learning Center

  • Full-and-part-time programs for children 12-months to 5-years-old and a summer camps for children through age 8
  • Tuition benefit that go back to MSU Denver students who have a child enrolled in the AELC to help offset the cost of childcare.
  • Qualified teachers, educational specialists, and a support staff who are experts in the field of early childhood education
  • Small classroom setting with a low child-to-teacher ration
  • A balanced, and rich curriculum that includes reading & literacy, math, science, and social studies, and that extends social-emotional development with opportunities for self-expression through language arts and dramatic play

 Campus Event Funding (Student Organization Funding)

  • Registered student organizations and Greek Life organizations can still apply for both Campus Events Funding (CEF) and Recruiting & Promotional Funding (R&P) with minimal restrictions
  • CEF may be used for online/virtual events and meetings
  • CEF may be used for on-campus events that follow the new Roadrunners Safe Return Committee’s In-person event guidelines
  • Student organizations may request funding assistance for online resources, technology, or any other resources that may help their organization function more effectively during remote learning
  • R&P Funding (funds to purchase SWAG and promotional items to help promote the organization and recruit new members) limits & restrictions have been relaxed and items can be delivered to a student’s home address
  • Student organizations can still participate in the Incentive Program and receive cash incentives (financial transfers into their accounts) for their efforts
  • Students can apply for grants through CEF to help fund initiatives that contribute to the organization’s mission and vision

 Classroom to Career Hub

  • Career Link is an online platform where students can apply for jobs and sign up for job fairs and career programs.  
  • Career Advisors and Industry Partners are meeting with students virtually for 1-1 appointments and daily drop-ins (Career Lab) to assist with job search, mock interviews, resume writing, graduate school advising and career development.   
  • Virtual job fairs and events help students connect with employers who are hiring.  
  • Virtual career support programs assist students in their job search such as job search meet-up and salary negotiation workshops.  
  • Virtual resume review feedback is offered 24 hours a day through VMock.  

Center for Visual Art

  • Exhibitions feature progressive, contemporary art from artists of diverse backgrounds. The exhibitions promote dialogue around urban issues of our day and are relevant to a multitude of disciplines.
  • Students benefit directly from SAB funding as paid student employees in the areas of exhibition development, curation, marketing, graphic design, teaching and operations. Students also benefit directly by being included in exhibitions that are presented to the greater Denver art community and are often shown in conjunction with international artists. Finally, the exhibitions and most programming are free and open to all students year-round, offering engagement with the social justice themes presented in the artwork.
  • Spring 2021 exhibitions include:
    • “Zanele Muholi: Somnyama Ngonyama, Hail the Dark Lioness” Visual Activist Zanele Muholi uses their body as a canvas to confront the deeply personal politics of race and representation in the visual archive, particularly that of Black and LGBTQIA communities.
    • “Deeper Than Skin” features four local artists confronting racism from an artist / activist stance.
    • MSU Denver Student Exhibition featuring students graduating with a BFA in studio and communication design.
  • The CVA is also the home of the BFA Thesis Exhibition on its website and via social media.  
  • CVA will also present several virtual artist talks free to all students.

Center for Multicultural Engagement & Inclusion

  • CMEI events are now 100% virtual and accessible to students online with a new website ( coming soon). The CMEI team is leading a University effort to ensure robust and intentional virtual programming across campus tailored toward students’ needs and preferences.  
  • Fraternity and Sorority Life is 100% virtual with biweekly council meetings, FSL Olympians and graduation celebrations happening via Microsoft Teams.  
  • The annual Student Involvement and Leadership Awards event will continue to recognize outstanding student organizations, events, student employees, student leaders, fraternity and sorority life excellence, and student athletes. More information can be found here on the SILA webpage.    
  • All staff are diligently and optimistically working on next year’s programming, as now is the time we reserve space, book talent and complete contracts to ensure all Roadrunners return to a vibrant and engaging campus in the fall.  

Club Sports

  • The no travel and no in-person policies for club sports are being continued into the spring 2021 semester.
  • Student Advisory Board (SAB) funding will be distributed to teams as "capital" expenses (e.g. uniforms, equipment) need to be purchased.
  • The prohibitions on travel and in-person events do not stop each team from hosting virtual and remote events around socialization, recruitment and other club related business.
  • Expenses for increased health and safety efforts, as well as recruitment efforts, post-Covid will be large and the University funds distributed by the SAB will keep membership dues low to minimize the financial impact on new and returning club sport athletes.

Gender Institute for Teaching & Advocacy

  • GITA has moved its monthly series of programs online, including but not limited to The GITA Book Club, GITA Sex Cafe and GITA's Wellness Workshop, as well as the various trainings they have traditionally offered.  
  • GITA's Retention and Success Advisor (position funded by SAB) has continued offering online advising appointments. Three scholarship tutors continue to offer services to students online about their scholarship searches, essay composition and overall support.   
  • GITA student staff are working on a community resources database that centers on services for marginalized students beyond campus. Specifically, the database focuses on people-of-color-owned small businesses, local hair dressers who work on sliding scale rates, work with queer and trans people specifically, free clothing closets, free meals in Denver, etc., in addition to support services for people experiencing homelessness, food insecurity, survivors of violence, and other advocacy needs.  
  • GITA student staff are running ongoing social media campaigns in an effort to offer support, nourishment and resources to our online community of students.  

LGBTQ Student Resource Center

  • Staff members continue to provide education and trainings, specifically through the Auraria Campus Pride Initiative, to create a more inclusive environment for the campus. 
  • Their online engagement opportunities include virtual office and lounge hours, movies and discussions, a book club, interactive game times, and virtual connections for identity-based groups like our Queer & Trans People of Color group.  
  • They continue to support students’ educational needs, advocating and intervening when necessary to ensure that instruction is inclusive and accessible.  

Met Media

  • Virtual services available include editorial, creative, marketing and sales support for students pursuing media careers, as well as Met Media’s overall effort to serve the campus with news and information, opinion, music and community outreach.  
  • The Metropolitan student newspaper supports itself with advertising sales and sponsorships.  


  • Fee funding allows the department to bring in guest speakers and artists in the synchronous online environment, just as we would for in-class instruction.  
  • Student fees allow for the purchase and/or rental of special microphones, cameras, musical keyboards, etc., for enhancement of online instruction.  
  • Student fees also allow for the purchase of special music software to better enable instruction of music online.  
  • Fees cover the maintenance of musical instruments for use by students in music courses as well as ASCAP and BMI licenses to use copyright materials in class (including online).  

Student Engagement & Wellness/ Dean of Students

  • Staff members are working directly with individual students (virtually) to assist them with addressing challenges they face (both related to COVID-19 and unrelated), including academic-policy navigation, assistance connecting directly with relevant campus and community resources (including public benefits and unemployment insurance), behavioral intervention, student conduct and conflict resolution services.  
  • Several of the staff funded through student fees have been directly involved in facilitating COVID-19-related emergency response initiatives, including the procurement of computers and tablets to be provided to students in need of technology to complete their online classes, the acquisition and distribution of electronic grocery gift cards and related emergency food resource initiatives, and the facilitation of the student retention emergency fund, which has received hundreds of applications from students facing acute challenges at this time.   

Student Government Assembly

  • The Student Government Assembly officers are continuing to meet (virtually) to address a myriad of issues impacting students at this time, as well as address ongoing and unrelated matters relevant for students at the University.  
  • SGA officers are actively responding to messages and input from students and relaying student perspectives to senior leaders at the University in an effort to ensure that student voices are appropriately centered as the University navigates this unprecedented situation.  
  • The SGA is exploring adjustments to their budget to divert funds to most directly benefit students, to reinforce support for students during this difficult time, and to fulfill the mission of the assembly.  

Student Travel & Professional Development Funding


  • Student fees support the cost to build, promote, and present our annual MSU Denver theatrical productions. 
  • Student fees support free tickets for any MSU Denver students to attend our productions in person or online.
